Charmed skeletons:

What is the branch of magic that creates them? 

The branch of magic used to create charmed skeletons is called Necromancy. It is the dark art of raising the dead and also creates Zombies and Inferi.

What are they?

Charmed skeletons are human skeletons that have been magically reanimated by a dark witch or wizard. They are similar to zombies and inferi. They were found in the shrieking shack and threw bones at anyone who entered the shack. They guard the secret passage from the Whomping Willow to the Shrieking Shack. Charmed skeletons only lose an arm when a lone witch or wizard attacks them but they can be defeated by two wizards or witches.

Cruciatus Curse:

Incantation, Usage and Effects

The Cruciatus Curse is one of the three Unforgivable Curses along with the Killing Curse or Avada Kedavra, and the Imperius Curse or Imperio. It is one of the deadliest curses known to wizards aside from the Killing Curse due to its effect on humans and beings alike. This curse has the ability to induce extreme pain on the target or victim of the caster and cause madness if used repeatedly or if exposed to a curse performed very strongly in a long period of time. It bears no physical marks or injuries on the body of the victim, so it can be deduced that the spell only makes you feel the pain but not really experience it in a physical sense. It produces red light or sometimes none at all, which is followed by the immediate effect of excruciating pain. The incantation is Crucio (KROO-see-oh).

In order to use the curse properly, the caster must possess a very extreme desire to cause his or her target the pain that comes along with the curse. Righteous anger will not satisfy the needs of the curse and may only cause pain only for a few moments before it will die down. The user needs to enjoy seeing his or her victim in pain in order for the curse to have its desired effect.

Unforgivable Curse

The curse was made an Unforgivable Curse along with the Killing Curse and Imperius Curse during the year 1717 by the Ministry of Magic during that time. They deemed the three curses to be very dark magic and made it illegal for people to use, along with issuing a punishment of life imprisonment to Azkaban if an individual uses one of these curses to harm another individual on purpose. Exceptions can be made if the individual was under the influence of the Imperius curse.

However, instances have been made in which the curse was made legal for usage. During the First Wizarding War against Voldemort and his Death Eaters, these spells were legalized by Barty Crouch Sr. to make the Aurors win the war against the Death Eaters. He wanted to make sure that the Aurors would win the war so he legalized the spells in order for the Aurors to counter attack the siege of the Death eaters.

Another instance when the spell was legalized was when Voldemort took over the Ministry of Magic. He made it possible for everyone, not just the Aurors, to use spells as freely as they wish and as often that they like. With this law passed, the curses were also used in Hogwarts School of Witchcraft and Wizardry. The Cruciatus Curse was one of the popular curses used in there, due to it being used by some of the Professors to punish students caught breaking the rules.
