Killing Curse:

Incantation, Usage and Effects

The Killing Curse is one of the three Unforgivable Curses along with the Cruciatus Curse and the Imperius Curse. It is the deadliest of all three curses, as it causes the victim to instantly fall dead without any other effect. It produces a jet of green light accompanied by a rushing sound when used, leading instantly to the death of the victim. The incantation is Avada Kedavra (a-VAH-dah ke-DAH-vra). However, to successfully use the spell, many amounts of magical talent are required. People casting this curse without much talent will lead only to minor injuries such as nose bleeding.

Unforgivable Curse

The curse was made an Unforgivable Curse along with the Cruciatus and Imperius during the year 1717 by the Ministry of Magic back then. They deemed the three curses to be dark magic and fined a punishment of life imprisonment to Azkaban if an individual uses one of these curses to harm another individual on purpose. Exceptions can be made if the individual was under the influence of the Imperius curse.
However, instances have been made in which the curse was made legal for usage. During the First Wizarding War against Voldemort and his Death Eaters, these spells were legalized by Barty Crouch Sr. to make the Aurors win the war against the Death Eaters. After the war, the curses well illegalized again, retaining the same punishment from before.

Another instance when the spell was legalized was when Voldemort took over the Ministry of Magic. A big change was that instead of only Aurors being able to legally use the spells, everyone now has the right to use the spells as they want to, making it legal for people to use Avada Kedavra.
